GRS Recruitment are working with a fast-growing international organization in the financial services sector, where people development is central to long-term success. As our Learning & Development Specialist, you will play a key role in shaping a high-impact learning ecosystem that supports employees from onboarding through every stage of their career. This is a hands-on, strategic “builder” role. You will design and deliver a best-in-class onboarding experience, establish structured career development frameworks, launch and evolve an internal learning academy, and oversee all training operations—including government-funded programs. Working closely with leadership and cross-functional teams, you will embed a culture of continuous learning, performance, and internal mobility across the organization.
DUTIES AND RESPONSIBILITIES
Onboarding & Employee Experience

Own and continuously enhance the end-to-end onboarding journey (pre-boarding to 90 days), ensuring a seamless and engaging new hire experience.

Develop role-specific onboarding pathways in collaboration with department heads, combining technical training, cultural integration, and operational readiness.

Track onboarding success through KPIs such as time-to-productivity, completion rates, and new hire feedback, driving continuous improvement.
Career Development & Frameworks

Design and maintain structured career paths across key job families, clearly defining competencies, expectations, and progression milestones.

Partner with the Compensation & Benefits function to align career frameworks with job architecture and compensation structures.

Enable and promote internal mobility by supporting employees and managers in identifying development and growth opportunities.
Internal Learning Academy

Lead the design, launch, and ongoing evolution of the company’s internal learning academy as a central hub for development.

Build and curate a blended learning ecosystem covering technical, leadership, and soft skills, as well as company-specific knowledge.

Manage LMS content, ensuring it is engaging, relevant, and accessible.

Identify and collaborate with external providers and subject matter experts to enhance learning offerings.

Measure engagement and learning effectiveness, using data insights to continuously refine programs.
Training Operations & Development

Oversee the full lifecycle of training requests, approvals, and coordination for internal and external learning programs.

Research and evaluate training providers, certifications, and conferences aligned with business needs.

Administer and maximize participation in government-funded training programs (e.g., ANAD), ensuring compliance and optimal utilization.

Maintain accurate training records within the HRIS, providing regular reporting on training activity, costs, and ROI.
Policy, Governance & Compliance

Own and maintain the Training & Development Policy, ensuring it reflects current practices and is clearly communicated.

Coordinate mandatory training programs, ensuring full completion and tracking.

Manage the L&D budget, monitoring spend and maximizing return through funding opportunities.
Culture & Engagement

Champion a culture of continuous learning through internal communications, manager enablement, and strong program branding.

Organize and facilitate internal learning initiatives such as workshops, lunch-and-learns, and knowledge-sharing sessions.
CANDIDATE PROFILE
-
Minimum of 5 years’ experience in Learning & Development, with hands-on ownership of onboarding, training programs, or career development initiatives.

Proven experience designing career paths or competency frameworks is highly desirable.

Experience with HRIS platforms (e.g., HiBob) and LMS systems; implementation experience is a plus.

Strong analytical mindset with a data-driven approach to measuring learning impact.

Excellent project management, stakeholder management, and communication skills.

Ability to balance creativity with structure—designing engaging experiences while building scalable processes.

Familiarity with government-funded training schemes and the Cyprus learning landscape is an advantage.

Bachelor’s degree in Human Resources, Organizational Psychology, Education, or a related field.
