JOB DESCRIPTION

Ref#11748

Our client, a reputable insurance company, is seeking a dedicated Data Governance Analyst to join their Data Management team in Malta and support the practical implementation of data governance across the organisation. . The role combines governance, data quality and metadata responsibilities with hands-on analysis of business processes, requirements and data issues. The successful candidate will work closely with business users, data owners, data stewards, Data Engineering and IT to define and document data, investigate quality concerns, translate business needs into clear requirements, and support the delivery and validation of trusted data solutions. This is not a purely policy-based governance role. It is suited to someone who is comfortable working directly with data, processes and business stakeholders, and who can move between governance activities, analysis, testing and delivery support.

DUTIES AND RESPONSIBILITIES
  • Support the implementation and ongoing development of the organisation’s data governance framework, policies, standards and operating practices.
  • Maintain business glossaries, data definitions, critical data element registers, ownership records and related governance documentation.
  • Work with business data owners and stewards to define data quality expectations, rules, thresholds and remediation actions.
  • Profile and analyse data using SQL, Excel, Power BI or similar tools to identify quality issues, patterns, exceptions and root causes.
  • Maintain the data issue register, coordinate follow-up actions, monitor progress and escalate unresolved or high-impact issues.
  • Document business and technical data lineage, source-to-target mappings and the flow of information across systems, reports and processes.
  • Gather, analyse and document business requirements, process flows, business rules, functional requirements and acceptance criteria.
  • Act as a bridge between business users and technical teams, ensuring that requirements, definitions and expected outcomes are understood consistently.
  • Support the validation of data warehouse outputs, datasets, dashboards and reports against agreed definitions and business rules.
  • Prepare test scenarios and test scripts, support user acceptance testing, document results and coordinate the resolution of defects.
  • Support governance meetings and working groups through clear materials, decisions, action tracking and stakeholder follow-up.
  • Contribute to data governance, data quality and business analysis activities across the Client, Policy, Claims, Product, Finance and other priority data domains.

Collaboration & Delivery
  • Work closely with Data Engineering to translate approved business rules and data quality requirements into repeatable technical controls.
  • Engage business teams to understand how data is created, maintained and used, and identify practical improvements to processes and controls.
  • Collaborate with IT, Compliance, Risk, Security and other stakeholders where data usage, access, privacy or regulatory requirements need to be addressed.
  • Contribute actively to data warehouse, reporting, data quality and platform initiatives from requirements through testing and implementation.

  • Ability to organise work, maintain accurate documentation and follow issues and actions through to closure.
Experience & Technical Skills
  • 1/2 years’ relevant experience in data governance, business analysis, data quality, reporting, insurance operations or a similar environment.
  • Working knowledge of data governance concepts including ownership, stewardship, metadata, lineage, critical data elements and issue management.

  • Knowledge of privacy, security and regulatory expectations relating to data is an advantage.
  • Experience in insurance, financial services or another regulated environment is desirable.
  • Experience working in Agile or iterative delivery environments is beneficial.
Personal Attributes
  • Practical and analytical, with a willingness to investigate issues directly rather than relying only on high-level documentation.
  • Comfortable moving between detailed data analysis, business discussions and formal governance activities.
  • A clear communicator who can translate between business language and technical detail.
  • Collaborative and credible when working with data owners, stewards, users and technical specialists.
  • Proactive, organised and accountable, with strong attention to detail and follow-through.
  • Curious about how the business operates and motivated to improve the way data is understood, controlled and used.
