On behalf of our client, a private investment and property development group, we are seeking a Head of Projects / Owner’s Representative to join their team in Limassol. The successful candidate will take a central role in the development and management of a significant private property portfolio comprising multiple rural sites in the Limassol district, with a combination of residential development, landscaping and supporting infrastructure.
This is a highly hands-on and varied opportunity for an experienced Civil Engineer, Project Engineer or Project Manager who enjoys taking ownership of projects from concept through to completion. The successful candidate will work directly with the owners, coordinating architects, engineers, consultants, contractors and suppliers while overseeing budgets, programmes, procurement, permitting and site activities.
A particularly important aspect of the role will be the exploration of international procurement and modern construction methods. The successful candidate will be expected to research and source materials, systems and equipment internationally, develop relationships with manufacturers and suppliers, negotiate commercial terms and investigate alternative construction technologies including modular, prefabricated, LGS/LSF, steel-frame and panelised systems.

MAIN DUTIES AND RESPONSIBILITIES
  • Take overall responsibility for coordinating the development of multiple private construction and property projects
  • Act as the primary point of contact between the owners, architects, engineers, consultants, contractors and suppliers
  • Coordinate projects from initial concept and planning through to construction, completion and handover
  • Manage project programmes, budgets, costs, variations and overall project performance
  • Coordinate planning, permitting, regulatory applications and other requirements with the relevant Cyprus authorities
  • Review project documentation, drawings, specifications and proposals and identify potential issues or opportunities
  • Work closely with architects and engineers, providing a practical and commercially focused perspective throughout the development process
  • Coordinate and supervise contractors and subcontractors, monitoring progress, quality, costs and adherence to agreed programmes
  • Visit project sites regularly and maintain close oversight of construction activities and progress
  • Identify problems and develop practical solutions, taking ownership of issues through to resolution
  • Prepare tender requests, compare quotations and make recommendations regarding contractors, suppliers and service providers
  • Negotiate with contractors, suppliers and manufacturers to achieve appropriate commercial and technical outcomes
  • Manage the sourcing of construction materials, equipment, fixtures, landscaping products and other project requirements
  • Research international manufacturers and suppliers, initially focusing on markets including China, Eastern Europe, Spain, Morocco and Indonesia
  • Develop and maintain relationships with international manufacturers and suppliers
  • Coordinate international procurement activities, including quotations, technical comparisons, negotiations, ordering and delivery requirements
  • Travel internationally to meet manufacturers, visit factories and attend relevant exhibitions and trade events
  • Investigate and evaluate modern construction methods and alternative building technologies, including modular, prefabricated, LGS/LSF, steel-frame and panelised construction
  • Assess the technical, practical and regulatory suitability of alternative construction systems for use in Cyprus
  • Identify opportunities to improve construction quality, efficiency and project delivery times
  • Coordinate rural development requirements including access, earthworks, retaining structures, drainage, water, utilities, irrigation and landscaping through the relevant specialists
  • Work with landscape architects, agronomists, engineers and other specialist consultants as required
  • Monitor contractor invoices, variations and project expenditure and ensure costs remain appropriately controlled
  • Support the owners in evaluating proposals, making commercial decisions and prioritising project requirements
  • Coordinate with the existing logistics team to ensure efficient delivery of internationally sourced materials and equipment
  • Maintain appropriate project records, documentation, reports and progress updates
  • Ensure that health, safety, regulatory and contractual requirements are appropriately considered throughout the projects
  • Provide regular updates to the owners on project progress, risks, costs, timelines and key decisions
CANDIDATE PROFILE
  • Degree in Civil Engineering, Construction Management, Project Management or a related technical discipline
  • Approximately 4–8 years' relevant experience for the high-potential profile; more experienced candidates will also be considered for the senior profile
  • Proven experience delivering construction or development projects in Cyprus
  • Strong understanding of the Cyprus construction and development environment
  • Previous experience working with architects, engineers, contractors and other construction professionals
  • Strong project management skills with the ability to manage multiple workstreams simultaneously
  • Hands-on approach with the ability to take ownership of problems and develop practical solutions
  • Commercial awareness and experience with budgets, quotations, tenders, negotiations and cost control
  • Experience dealing with Cyprus planning, permitting and regulatory processes
  • Knowledge of alternative or modern construction technologies will be considered a strong advantage
  • Experience with modular, prefabricated, LGS/LSF, steel-frame or panelised construction will be highly advantageous
  • International procurement or sourcing experience will be considered a strong advantage; however, candidates with strong research, commercial and negotiation skills will also be considered
  • An understanding of rural development, infrastructure, landscaping, earthworks, drainage, irrigation or related areas will be advantageous
  • Strong research and analytical skills with the ability to investigate unfamiliar products, technologies and suppliers
  • Excellent negotiation and communication skills
  • Comfortable challenging conventional approaches and identifying alternative solutions
  • Excellent English communication skills; Greek is essential or highly advantageous for dealing with the local construction environment
  • Strong MS Office skills and confidence using technology and digital research tools
  • Full, valid driving licence
  • Unrestricted right to work in Cyprus
  • Valid travel documents and willingness to undertake regular international travel
  • Highly organised, energetic, ambitious and proactive with a strong sense of ownership
SALARY & BENEFITS
  • €32,500 - €65,000 Gross Per Annum
