An exciting opportunity has arisen for a Human Resource Manager to join a well-established construction company in Malta. You will report to the Director and play a pivotal role in driving the people strategy and creating a positive work environment.  The perfect candidate will have a degree in Human Resources Management or a related field, at least 3 years’ experience in a similar role (ideally within construction) and strong knowledge of Maltese Legislation and Employment Law, including Health & Safety standards, in relation to the Construction industry. MAIN DUTIES AND RESPONSIBILITIES
  • Assist in the development of the departments’ goals, business plan, and budget.
  • Assist in the recruitment process, recommend screening systems and procedures to attract the best talent, and update job descriptions as necessary.
  • Plan and conduct new employee induction sessions.
  • Draft contracts and ensure that probation and work permit periods are monitored and carried out accordingly.
  • Maintain up-to-date employee employment, compensation and benefit, career development, and employee relations records.
  • Ensure that leave, sickness, and other time and attendance-related information are properly recorded, and irregularities brought to the attention of the appropriate management.
  • Review salary/wages payroll reports prepared by Payroll Officers prior to issuing payments.
  • Ensure all incidents and accidents are always logged in a timely manner.
  • Monitor the administration of the Performance appraisals and act in an advisory capacity to department heads on the process.
  • Assist the management in manpower planning and control, identify training and development needs, and develop programs and activities where necessary.
  • Contribute to the development and implementation of improved methods of work and better utilization of staff in all areas.
  • Provide advice and guidance to employees and the management team on HR related matters, as well as deal with problems in a professional and confidential manner.
  • Create and implement HR policies and procedures in line with the current legislation, as well as revise respective official company documentation to reflect changes in legislation and/or internal practices as appropriate.
  • Maintain effective communication at all levels with management and staff regarding employer-employee relations, employee activities and company policies and procedures through the use of internal communication channels, including regular on-site presence at the various construction sites.
  • Present periodic reports for management’s use in accordance with the company and government requirements.
  • Assist the management in creating and maintaining a positive, fair, and caring work environment which allows open two-way communication that ensures morale and productivity reach the highest possible levels.
  • Counsel employees as needed in areas such as career planning, training and development, employee/personal relations, and legal issues.
  • Identify reasons for staff turnover and potential areas of staff discontent and implement preventative measures with the help of the management teams.
  • Participate and attend all meetings, held either at Construction offices or at the respective Construction site, relating to staff welfare and staff development.
  • Co-operate with the team and members of management and be supportive and loyal to the company.
  • Comply with Company Policies and Standards.
  • Actively participate in training and development programs to keep abreast with HR trends and practices, including statutory Health & Safety standards, within the Construction industry and maximize opportunities for self-development.
  • Perform any further duties as may be required by the company from time to time.
CANDIDATE PROFILE
  • Degree in Human Resources Management or a related field
  • Minimum of 3 years of HR experience, preferably in the Construction industry
  • Strong knowledge of Maltese Legislation and Employment Law, including Health & Safety standards, in relation to the Construction industry
  • Excellent communication skills in both written and spoken English and Maltese
  • Knowledge of HRM Systems and HR Metrics
  • Confident, approachable, organized, and detail-oriented
  • Ability to multi-task and meet deadlines
  • Self-directed and able to work on own initiative
  • Strong business acumen and negotiation skills
