An exciting opportunity has arisen for an MLRO to join a rapidly expanding Electronic Money Institution (EMI) in Malta. The company is licensed in the UK and is obtaining a license in Malta. You will report to the Board of Directors with a functional report to the CEO to assist in ensuring that the activities of the organisation are conducted in strict adherence with local laws and regulations. Initially you will assist with compliance/MLRO duties for the UK entity whilst the Maltese license is in process to gain full insight into the company’s operating structure. The perfect candidate will have experience within Banking/Payments and ideally be MFSA approved for MLRO/Compliance. MAIN DUTIES AND RESPONSIBILITIES

Work on regulatory and compliance issues including liaising with the MFSA and cross-border regulators.

Daily involvement with all teams on all operational risk management aspects of the business.

Liaise with partners to minimise commercial risk and ensure all services are compliant with regulatory requirements.

Money Laundering Reporting Officer with direct reporting responsibilities to the Board. AML duties include:
-
Annual report on AML to the Board and Monthly Risk and Compliance Reports.

Preparing and signing off the annual Compliance report.
-
Dealing with the MFSA on a regular basis.
-
Involvement with industry bodies on risk and regulatory compliance issues.
-
Approved person with the MFSA, being responsible with the Board for AML compliance.

Supervising and managing all compliance requirements of the Company including travel abroad to corporate customers and subsidiaries as required.

Analysing, improving, and structuring all internal compliance procedures, reports and documentation.

Training of staff & Board on all relevant AML and compliance matters.

Understanding risk and liability under regulations and system network rules (including Mastercard and Visa) and working to minimise operational and regulatory risk.

Detailed understanding of financial services law, e-money capital authorisation and conduct of business rules including:

E-Money Directives

Payment Services Directives

General Data Protection Regulations

PCI-DSS

Information Security
-
Any other relevant regulatory requirements

Reporting to the Board as required.

Other duties and responsibilities as directed by the Executive Director from time to time.

Responsible for researching and evaluating new technologies which could provide the department/business a more effective way to service our customers / clients / suppliers.

Build, lead and motivate a team of committed Compliance staff.

Accountable for the management, mentoring and career development of all Compliance staff.

Ensure personal and team Compliance industry expertise is kept up to date.
CANDIDATE PROFILE
-
Excellent AML knowledge with proven experience working in the financial services industry.
-
In-depth understanding of the Malta and United Kingdom regulatory environment/policies/legal framework as they relate to AML, Sanctions, and an understanding of financial crime risks.

Knowledge of other jurisdictions and the application of international best practices and guidelines.

AML/Compliance experience within the Payments (PSP or EMI) sector
-
A bachelor’s degree in legal, compliance accounting, business [or any related field that’s relevant in the industry].

At least 5 years’ experience in payments or in AML, compliance auditing, compliance analysis, or as a compliance officer is needed [prior experience within an issuing organisation a plus]
-
A background in auditing, compliance, or any other regulatory field.

Previous experience of building and mentoring other compliance teams and professionals.

Evidence of technical proficiency and have strong verbal and written communication skills to relay

Information efficiently.

Be detail-orientated to meet strict deadlines and match compliance standard.
