The Senior Policy Analyst will play a key role in shaping and implementing the Authority’s policy agenda. This position involves leading policy development projects, coordinating stakeholder engagement, and working closely with the Research & Insight team to ensure that regulatory decisions are informed by evidence and aligned with best practices. The role requires strong analytical skills, excellent communication abilities, and a proactive approach to managing complex policy initiatives.
 
DUTIES AND RESPONSIBILITIES
 
Policy Development:
  • Lead the drafting and review of policy documents, consultation papers, and regulatory guidelines.
  • Conduct policy analysis to assess implications of proposed changes and emerging trends.
  • Ensure alignment of policy initiatives with the Authority’s strategic objectives and regulatory framework.
Stakeholder Engagement & Consultation Leadership:
  • Lead the full consultation process, including public consultations, targeted stakeholder engagements, and focus groups.
  • Design and manage consultation timelines, ensuring transparency and inclusivity.
  • Analyse feedback from consultations and focus groups, synthesising responses into actionable insights and reports.
  • Represent the Authority in meetings and forums, ensuring clear communication of policy positions.
Collaboration with Research & Insight:
  • Work closely with the Research & Insight team to integrate evidence-based findings into policy proposals.
  • Support thematic studies and comparative analyses to inform regulatory approaches.
Reporting & Communication:
  • Prepare concise policy briefs and internal notes for senior management and decision-makers.
  • Contribute to public-facing documents that explain policy changes and their rationale.
  • Carry out such other duties and functions as may be assigned by Chief Officer – Policy & International Affairs.
CANDIDATE PROFILE
  • Bachelor’s or Master’s degree in Policy, Law, Economics, or a related field (MQF level 6 or equivalent).
  • Minimum 2 years of experience in policy development, regulatory affairs, or a similar role.
  • Proven experience in leading consultation processes, including stakeholder engagement and feedback analysis.
  • Strong analytical and critical thinking skills, with the ability to interpret complex information.
  • Excellent written and verbal communication skills in English.
  • Familiarity with gambling regulation or other regulated sectors is an asset.
  • Ability to manage multiple projects and deliver under tight deadlines
